The REACH SVHC list in the European Union has increased to 250 items! Many industries are facing new compliance challenges 

The European Chemicals Agency has a total of 250 high-concern substances under control, and companies that have not completed the notification may face risks of product recall and market ban in the EU.

On June 16,2025, the European Chemicals Agency (ECHA) announced that member state committees had unanimously approved three new substances for inclusion in the SVHC (Substances of Very High Concern) candidate list. This brings the total number of SVHC substances regulated under REACH to 250 from 247. The updated regulations will take effect at the end of June, requiring companies exporting to the EU to complete compliance declarations within six months or face severe penalties.

I. Core mechanism of REACH Regulation

The REACH Regulation (Registration, Evaluation, Licensing and Restriction of Chemicals) has become the world’s most stringent chemical management system since its implementation in 2007. Its core framework includes:

Registration: Chemicals with annual exports of more than 1 tonne are required to submit safety data

Evaluation: ECHA reviews the data and determines risk control measures

Authorization: High risk substances need to apply for a license

Restriction (Restriction): The prohibition or restriction of the circulation of a particular substance

The regulation classifies products into three categories: substances, mixtures and articles, covering almost all industrial sectors, including electronics, textiles, toys, cosmetics and auto parts

II. Dynamic of SVHC list: two key updates in 2025

1. Five new substances were added in January

On 21 January 2025, ECHA added five new SVHC substances to the list, bringing the total number of substances on the list to 247. These include:

Octamethyltrisiloxane (octamethyltrisiloxane): widely used in cosmetic emulsifiers and industrial lubricants

Tris(4-nonylphenyl)phosphite (TNPP): Plastic antioxidant with environmental hormone risk

Two. Three new substances were added in June

The addition of three substances in June brings the total number of SVHC to 250. According to the regulations:

Suppliers of goods with concentrations exceeding 0.1% are required to communicate safety information to the supply chain

Producers or importers with annual exports>1 tonne must notify ECHA by 16 December 2025

3、Impact on key industries:

Waterproof materials will be more severely impacted

Automobile interior materials such as steering wheel leather, airbags, seat fabrics, LCD screen surfaces and so on rely on chemical additives to achieve wear resistance, water resistance and other characteristics. The new APEO class of restricted substances force enterprises to find bio-based alternatives.

IV. Consequences of violations: From market ban to supply chain fracture

Companies that fail to meet their SVHC obligations face multiple risks:

Product recall and fine: The customs enforcement system is connected to the REACH database to automatically intercept goods exceeding the standard

Loss of market access: Products containing unregistered substances will be forced out of the EU market

Brand reputation damage: Products containing SVHC cannot obtain the EU eco-label
